Getting warning about harmful file when adding web reference. HELP!!!!

dotnet web services: I trying to add a web service reference to my project, but I get prompted
with a warning that the file could be harmful to my computer. Then I have
the options to save, open the file. Any option I choose, it seems to load,
but the Add reference button is still disabled. Any ideas. I'm running WinXo
Pro. Visual Studio 2003 - framework 1.1. Any ideas on how I can add the
reference successfully?

Ricky,

Could it be that your Internet Settings security are set to High? If so, try
lowering it and trying again.

Also try creating a Web service reference using the wsdl.exe tool. Does that
work? Run wsdl.exe in a command prompt by using the syntax:
wsdl.exe [wsdl url here]

Without anymore information, this is all I can come up with.
