Is there a way to select 2.0 .net as target framework AFTER project has
already been created or imported into vs2008?

This is in "Project properties", "Compile", "Advanced Compilation options"
and "Target Framework".

As you emphasized AFTER you may now where it is but have a problem of some
sort in which case it's likely better to describe your issue. I tried here
on a simple existing projet and it worked. Once done you could also check
the project references in case something would be left.
