But what does Microsoft? Describes the bugs resulting misbehavior being the
"right" behavior:

Maybe the fact that the help system has been replaced by something else and
that this is all totally obselete might have some bearing on the matter.

I don't know for sure but I don't think Ford are still interested in
improving the Model-T.

Which end-user help system is used by applications on vista? Something
different than chm-help? WinHelp died, but not HtmlHelp -- and the VS
document-explorer help is only intended for development environments.
