dotnet windows forms designtime:

Dear All,
VS IDE does not provide any design time support when creating
control classes? Or Is there some other way to get design time support
when control classes are being developed?

the basic control class is meant to be a very basic implementation to
use for custom controls where you really want full control over the
implementation. What you are probably looking for is the UserControl
instead of the Control as a base.
