dotnet general : Project Tester

I have a project that is being developed and it is mostly done. However
there are still various bugs and I've not feature/security tested every part
of the project yet.

I'm thinking of hiring my own project tester who has good expertise in
finding bugs, documenting, mapping out a complete testing structure,
regression testing, capable in complete understanding the core business
needs for the application, etc.

How do I go about finding someone who is qualified for this yet reasonable
at cost? Any feedback will be greatly appreciated.

You can try a website like http://www.elance.com/ to get bids for the
project. Their are other sites like that out there too but I don't know

Elance seems to be full of designers and not coders. I need someone with
good technical and managerial experience to test and work with the
developers to get bugs ironed out. Thanks.
