dotnet general : I can't adjust runtime security level

Hi
I installed .NET Framework 1.1(version 1.1.4322.573)
I am trying to change runtime security policy through .NET Framework Configuration tool
I right clicked "Runtime Security Policy" and selected "Adjust Security..." on the pop up menu
However, it doesn't work
Installing the Framework again did not help

Thank you for your attention
I have a problem with the .NET Framework Configuration Tool installed in my PC
I want to change "Security Policy" for my machine to "Full Trust"
But there are no response when I click "Adjust Security" on the pop up menu
In addition, when I click Microsoft .NET Framework 1.1 Wizards in "Administrative Tool"
I can see the following error message

xxx - Common Language Runtime Debugging Servie
Application has generated an exception that could not be handled
Process id=0x3f8......

I have installed .NET Framework several times but it was useless

Well, I'd say you have some low level problem: .net framework, or even OS
problem.
Anyway it's clearly an error that's ought to be fixed by
repairing/reinstalling.
