dotnet internationalization : sharing resources across solutions

We have 2 solutions that share several projects. The assemblies for both
solutions (if they are both installed on a server pc) reside in the same
directory
What's the best way to localize so that string resources, for the shared
projects, don't have to be replicated. Should both solutions share the same
resource file or have one each?
Should both solutions use the same resource creating application (using a
ResourceWriter object) but use conditional compilation for their shared and
individual resources?

any help would be appreciated, thanks

My recommendation is to place the shared resources in a single assembly and
the nonshared resources in assemblies local to each solution. I'm not sure
what type of application you are creating, so I'm not sure about what type of
tool is useful for creating your resources. If you are using resources for a
..net web or windows application, normally the resources are authored in the
..resx or .txt format then complied using the SDK tools to the binary
..resources format and then into an assembly rather than creating dynamically
using the ResourceWriter (or by building the project within Visual Studio).
