How do most of you translate your resource strings into different languages?

Is translation software enough? Which one do you recommend?

Depends what you mean by "translation software."
If you think it is something to get the English and translate it,
then it is called "machine translation" and it is far from
producing quality translation. You can get the idea, but cannot
be used to translate some oftware you want to sell.

For a test you can use BabelFish (http://babelfish.altavista.com/)
to translate some news from the Japanese Yahoo web site.
You will be able to appreciate the quality of English.
If this is the level you want for your application,
then it may be a solution. But I don't think so :-)

The other big class of "translation software" is the
"Translation Memory Tools."
These are used by translators and localization companies
to increase productivity, consistency, and leverage from
one version to the next one.
Translation is done by humans, you depend on the
quality of the translator. But you do save some money
and get a more consistent translation.
