If I'm not wrong I think you can define Variables instead of hardcoded
labels and pass the localized strings using the advanced features provided
by the Crystal Report Engine.

| We're developing a system using the Crystal Reports tool
| bundled with Visual Studio .NET 2003 to build our reports.

| Our system is fully internationalized, but AFAIK there is
| no way to localize a Crystal report other than to translate
| every label yourself (maybe using a third party translation
| tool) and then writing code to choose which report to
| display based on the current culture.
