I'm planning to buy a new laptop with XP. Although I want the interface to be
in English, I also want to be able to write in Japanese. I have read that
this option is available to Windows XP Professional, but is it also available
in Windows XP Home and Windows XP Media Center Edition 2005?

Every version of XP will support entering Japanese.

The issue you raise below is described here:

The default system locale has to be changed for the console to work here in
the way you would like....

Mostly, XP Home has it too. Last weekend for an experiment I installed the
MSDN English-language version of XP Home with SP2. I could install support
for Asian languages and enable text services on all applications, and it
worked for applications like Notepad, but it didn't work for a command
prompt (CMD.EXE). In a command prompt window I tried "mode con cp
select=932" but MSDN English-language XP Home SP2 said that 932 was an
invalid code page.

Microsoft has told me at least twice that MSDN English-language products
differ vastly from the North American versions, so you might have better
results.

Media Centre I haven't tried, sorry.
