How do we programmatically get to know weather the system
is idle or not ????

There was an article in MSDN Magazine a few years ago that used, I want to
say, Performance Counters to identify when the OS was idle or not.

It may have been as long ago when MSDN Magazine was still MSJ.

I don't have the name of the article handy, it had to do with distributed
processing and deciding if the machine was busy or not, to take on more work
or not.
