Hello vkint128,

What are u looking has name of ICF - Internet Connection Firewall.
ICF represented in HNETCFG.DLL dll, that exposes COM wrapers, INetFw* interfaces.

Start from "Platform SDK: Windows Firewall" section of the MSDN: http://msdn.microsoft.com/library/default.asp?url=/library/en-us/ics/ics/windows_firewall_start_page.asp

There are description and samples of using Windows Firewall. There is everything
that you need

Unfortunately, I am not a developer. I was hoping there was some kind of
utility or third party application I could install that would allow me to
open a range of ports.
