What are all the services rendered by the J# Browser
Control runtime ?

Are there any potential performance overheards due to
requirement of a runtime ?

?

The J# Browser Control Runtime is required to run J# Browser Controls. If
you don't use J# Browser Controls it is not needed.

a runtime ?

It's more of a class library than a runtime. It's a set of classes that
sits on top of the J# Runtime (which itself is really just a set of class
libraries as well). The only overhead you may have is loading the
assemblies, and you'd have that for any class library you load. So the
short answer is no, there should be no performance overhead with the J#
Browser Controls lib.
