vj# : J# to true executable ?

Is there any tool available which will translate a J# program into a true
executable program (so that users of the program do not also have to
download the related J# and .NET redistributable packages)?

Is there any such tool for true JAVA, i.e. translating a JAVA program into a
true executable?

I have read about one (with which I have no experience, btw) called

there was at least one (don't remember its name) that would serialize the
whole code, optimize it and make it an .exe. Obviously they had either
licensed the class library functions of Sun to process those too or were
using some free implementation of those (GNU classpath project) or something
