MSDN Library 2003 October (English language).
Windows 2003 Server (also English language, because I'm
experimenting on a personally owned computer using my MSDN
subscription).

Hi Norman,

This was caused by an IE patch.
Check out this KB article and it will describe how you can
easily fix this problem.

No, the bug reported here is not caused by an IE patch

I installed Windows Server 2003 from my personally purchased MSDN subscription on one machine at home for experimentation and development. I have not connected this machine to the internet. I have not installed any IE patches on it

Futhermore, in the Knowledge Base article for which you gave a link, Windows Server 2003 is not included in the list of applicable systems
