I have been working on this and have a solution. In my case the problem is
that the folder
C:\Documents and Settings\All Users\Application Data\Microsoft Help
was owned by me since I created it as administrator. Since I own this folder
I have all access to it. Now
the help system creates some lock files e.g. Hx_1033_MValidator.Lck that are
owned by administrator
When you try to view a help collection (e.g. Hx in this case) the lock files
etc are used in the all user folder
if you have write access to that folder but this is a problem since you
cannot write to the lock file. The help viewer
then just gives up with no error message.
The solution is to change the owner of the folder
C:\Documents and Settings\All Users\Application Data\Microsoft Help
to Administrators and remove yourself from the access list. This causes the
lock file to be create in your
own local settings folder (by you) so you can write to them.
