When I attempt to open the installation guide

Whilst the chm opens and the contents and index are present, in the
right hand pane an error "Action Canceled" or a "The page cannot be
displayed" error is displayed. Has anyone managed to get this to
work ?

Can anyone recommend alternative sources of information for installing
team foundation ?

I had the same problem with the same chm - it applies to all chms. If you
copy the chm to a local drive, it will probably work. There is a registry
entry that can be made to allow it to work from a share - I did this a while
back. I wish I could allow other users to use the shared chm without
requiring them to use regedit or make a domain policy change.

I think KB896358 or KB902225 might help.
