Creating an Web Setup Project "Template" -- visual studio .net enterprise tools

Is there a way to create a shareable web setup project template. I notice you
can export any other project as a project template, but i notice it's not
picking up any deploy project types. We would like to have a baseline web
setup project template so that our developers could use when creating a msi
package. This web setup project template would have some custom actions that
would be referenced in the setup.

Any ideas on how to do this??
