visual studio .net general:
I am using Visual studio .net for web development. When I want to
upload my files via ftp, I always have to close visual studio because
the dlls that change each time I do a build are always in use.

I am using dreamweaver to upload my files, which I know is not the
best ftp client to be using, but it is what I had available. Are
there others that will upload these files without having this problem.
It is really annoying.

Thanks,

If possible, I'll suggest you to find a Windows Web Hosting then use
Frontpage Extension to upload the files.

If the web server is in intranet, then you can make the target web folder
sharable and have VS.NET write to it directly.

If the above two is not possible, then perheps the best is to test on
localhost then unload only when the pages are completely tested.
