visual studio .net general : MsiInstaller errors in VS.NET 2003 generated setup for Crystal com

I have an application developed with VB in VS.NET 2003 Enterprise Architect
that generates MsiInstaller errors for the Crystal Reports components in the
Event Log during about 75% of installations.

The following Event Log ID's are generated, and the components that fail are
the Crystal Reports components:

â—‹ ID 11729: "Product: XYZ -- Configuration failed."
â—‹ ID 11706: "Error 1706. An installation package for the product XYZ
cannot be found. Try the installation again using a valid copy of the
installation package 'setup.msi.'"
○ ID 1001: "Detection of the product '{FFFF…}', feature 'DefaultFeature'
failed during request for component '{BCBC…}'"
○ ID 1004: "Detection of product '{FFFF…}', feature 'DefaultFeature',
component '{BCBC…}' failed. The resource '' does not exist."

Again, this does not happen during every install, but it does seem to happen
close to 75% of the time. The application is performing an upgrade of an
existing installation. For the setup project build, I am increasing the
Version property and allowing VS.NET to change the ProductCode & PackageCode
properties as recommended.

Any ideas on how I can debug and fix this problem are greatly appreciated.
As it stands now, my users often have to install and then re-install the new
version twice in order for the Crystal Reports components to be properly

The Crystal Report is a third-party software integrated with the VS.NET
IDE, it is not supported by Microsoft, I suggest you contact crystal report
support for help:
