visual studio .net ide:
I want to modify the color of the border and font of the text displayed
in the box when using #region and assume that style is hidden in
a template or configuration file somewhere.

Any help here?

Not just #regions specifically, but you can change the color of all
collapsible text lines, borders, and captions in the Fonts & Colors page of
Tools Options. Select the "Collapsible Text" item of the "Text Editor"
category. The font cannot be modified, however (except by modifying the
font for all text in the editor).
