First, small correction. The folder path is most likely
Documents and Settings\<your account>\Application
Data\Microsoft\VisualStudio\7.1\1033\CmdUI.PRF
as the version number for VS .NET 2003 is 7.1, not 7.0.
Next, Frank, could you please check the content of the Toolbars tab of the
Tools -> Customize... dialog. It might be that the toolbars are just not
shown, but their configuration is still intact. If this is the case, tick
the chekboxes next to the toolbars to bring them up.

Thanks for your response. As stated in my previous reply, you may need to
back up/restore the following file:
Documents and Settings\<your account>\Application
Data\Microsoft\VisualStudio\7.1\1033\CmdUI.PRF
Please kindly note there is a known issue that backup/restore the PRF file
may not always work. Because it contains a hash value that is specific to
the set of packages installed on a machine and their locations. So unless
the two machines are set up exactly identically, and the cmdtable (.CTM)
files already generated on both machines and matching, then the PRF file
will be deleted and replaced with a new one.
Even on the same machine, PRF file may not work if you installed any
additional packages in the machine after you backed up the PRF file.
