Hello,
The DirectX 9.0 SDK for VS 2003 is currently in Beta. You could wait for it
to get released to the general public, but there is a current workaround.
You can create your solution using VS 2002 and its DirectX addon with the
wizards, and then import that solution into VS 2003. That has worked for my
DirectX projects.
