I am using VS.NET 2003 Academic version.
I create a fresh new win32 console application ( VC) and then go the
project properties, nothing shows on that dialog
except a tree structure on the left.

Please help,

This usually is indicative of a bad framework install. Can you try
repairing the .NET Frameworks by following the instructions from Add Remove
Programs.
