visual studio .net setup : tools menu is missing - how do I get it back?

I added an external tool in the "Tools" menu of the
VS .Net C++ interface (version 7.1.3088). Then I wanted
to add a keyboard binding to it, so I began doing that.
Since I didn't know which command number it was, I pulled
down the Tools menu (while the "keyboard customization"
dialog box was up) to count how many items down on the
tools menu it was. After that the Tools menu disappeared
completely from the interface! I can't figure out how to
get it back. All the other menus are still there,
i.e. "File Edit View Project Build Debug Window Help",
just the "Tools" does not appear.

Any ideas out there? I tried resetting the "layout",

I cannot reproduce your problem. Can you spell out the exact steps you
followed to get there?
Here's what I did:

1st try:
1 - Tools -> Customize (or right click menu area --> Customize)
2 - Click "Keyboard" button.
At this time the menu is not available to you, so I guess these were
not your steps.

2nd try:
1 - Tools -> Customize
2 - Drag and drop the tool menu out of the menu bar area, hence removing it
from the MenuBar
At this point, I'm without the Tool menu
3 - Close the Customize window
And here's the fix:
4 - Right click menu area --> Customize
5 - Click MenuBar
6 - Click "Reset" button
7 - Click "ok" to the window that follows.
Voila'! the Tools menu is back!
I think you didn't have step 5 above.

Thank you, your solution #2 worked!

I think that what must have happened to make the Tools
menu disappear in the first place was that I probably
inadvertently dragged it off the menu by mistake. That
appears to be possible when one tries to pull down a menu
while the customize dialog box is up...
