In researching additional security related symptoms, I found the
solution to my problem at

http://support.microsoft.com/default.aspx?scid=kb;en-us;Q274696 Basically, you need to use Dcomcnfg.exe to correct Default access
permissions for Default Security to Include the SYSTEM and INTERACTIVE
users, with "Type of Access" set to "Allow Access" .
In my situation, these settings were already done, so I removed all
users and then re-established the SYSTEM and INTERACTIVE id's as
directed.
Application Center Test now installs properly and all other problems
described in the Article are fixed.
