Reading your problem description; I'd like you to do the following

+ went through the manual steps to remove the framework, and then shutdown
antivirus/firewall/cleansweep and installed successfull
+ customer is now installing Microsoft Visual Studio.Net 2002 Enterprise

1. A complete uninstall of .NET Framework using the following article

2. Shut down all Anti Virus and Firewall software duing the install and also clean out all Temporary Internet files on the disk
