visual studio .net setup : Install problem - can't get past bootstrap setup

Installing VS .Net 2003 brings me to prerequisites - runtime setup files, which always fails. Running "msiexec /i bootstrap.msi" produces

If I run msiexec in verbose mode I get a bunch of text but nothing that looks like an error, just ends with

Jay,

In your verbose log, do a search for "Return Value 3". It would help to
paste 10 lines above and 10 lines below where you find the last instance of
Return Value 3 in the log. Also, if you double click the Bootstrap.MSI
directly, what error does it give you?

There are articles at http://support.microsoft.com/ if you plug 1603 into
the search. They might help - 1603 is a generic install error.
