visual studio .net setup: Hi

I understand that VS2003 developers have to belong to the following groups
to create ASP.NET WebApps and Debug:

* VS Developers
* Debugger Users

These only appear as groups on the local machine. How can I get them to
appear on the Active Directory (Win2003 Server) so that I can assign group
membership to other users without making changes to individual machines?

Having created a normal user in Active Directory I added the account to the
2 groups mentioned above on a WinXP laptop (has IIS, latest patches etc).
Although possible to create ASP.NET WebApps and run normally, they would not
debug. I'm pretty sure that this is permissions problem, do I have to
modify the ASPNET account on the local machine?
