I was able to uninstall and reinstall visual studio by
following the manual uninstall instructions at
http://support.microsoft.com/default.aspx?scid=kb;en- us;824642
Thanks to Peter (see 'Cannot uninstall or reinstall VSNET
2003' below) for posting the link.
This fixed the install problem but I still can't create
web applications.

That's the cached MSI file from the VS installation - is that file actually
there?
