Add / Remove Error -- visual studio .net setup

I receive the following error when I try to update or
remove VS .Net 2003 from my desk top.

Visual Studio .NET Enterprise Architect 2003 - English:
[2] ERROR_FILE_NOT_FOUND returned in
CRootComponent::Install; could not find file:
c:\WINDOWS\Installer\546023b.msi

A previous post said to ensure that the system and admin
accounts had access to the windows\installer directory.
THey do.

Any other ideas?

I was able to uninstall and reinstall visual studio by
following the manual uninstall instructions at

us;824642

Thanks to Peter (see 'Cannot uninstall or reinstall VSNET
2003' below) for posting the link.

This fixed the install problem but I still can't create
web applications.

That's the cached MSI file from the VS installation - is that file actually
there?
