visual studio .net setup : VS .NET Installation Error

I'm running Windows 2000 Professional with SP4 and cannot be VS. NET Enterprise Architect 2002 to install.

I saw a 6/2/04 post from Max Palmer and saw that he was getting the same error message trying to install VS .NET 2003 on XP with SP1. My take is that the problem in .NET 2002 wasn't corrected and migrated to later versions.

The install log has nailed down the assembly failure to mshtml.dll, error 1935, "The check of the signature failed for assembly".

Suggestions I've tried include wwwroot$ permissions, mscoree, emptying the temp directory, and stopping the firewall. Sure would like to hear something that doesn't involve reformatting my hard drive, reinstalling the OS, and then installing .NET

My error log looks like this:
[07/18/04,11:48:21] Visual Studio .NET Enterprise Architect - English: [2] ERROR: Error 1935.An error occured during the installation of assembly component {D825F1C6-87AB-11D5-A54F-0090278A1BB8}. HRESULT: -2146234299.

Sorry that I have 3 posts about this. After I did each, I got a message that it wasn't posted. So I tried again. When I looked at the site, I saw the posts had made it, which meant the message was bogus. After you fix my installation problem, you might want to fix the message thing!

From the looks of things the .NET framework on your system is not working
properly. Below are the steps to manually remove it. After that retry
your installation and let me know how it goes.

1. Remove the .NET framework from add/remove programs in the control panel.
If the removal fails for any reason or if it isn't listed, proceed to the
next step.
2. Using Windows Explorer or through My Computer, please navigate to the
C:\WINDOWS\SYSTEM32 (or C:\WINNT\SYSTEM32) folder. In this folder look for
a folder called URTTemp. Go into this folder. Find a file called
MSCOREE.DLL (You may see a file called MSCOREE.DLL.LOCAL - this isn't the
file we're looking for). Once you find MSCOREE.DLL, leave the window open
and go to START, RUN and type the following (without the quotes, a please
leave a space after the letter U): "REGSVR32 /U " and then click and drag
the MSCOREE.DLL file from the folder to the RUN line. This should paste the
path for you. Click OK. You should see a message saying that the unregister
server succeeded. After doing this, delete the URTTEMP folder.
3. Go back a folder level to the C:\WINDOWS\SYSTEM32 (or C:\WINNT\SYSTEM32)
folder and make sure there is not a file here called MSCOREE.DLL. If there
is, delete it.
4. Navigate to the C:\WINDOWS (or C:\WINNT) folder. Find a folder called
Microsoft.NET and delete it. Also, find a folder called ASSEMBLY and go
into this folder. You should see some subfolders in here and possibly some
files. Delete everything in the ASSEMBLY folder, but don't delete the
ASSEMBLY folder itself.
5. Back in the C:\WINDOWS (or C:\WINNT) folder look for a folder called
INSTALLER. If this folder doesn't show up, from the top of the page click
on TOOLS, and then FOLDER OPTIONS and then click on the VIEW tab. Make sure
that SHOW HIDDEN FILES AND FOLDERS is selected in the list here and also
uncheck the box next to HIDE PROTECTED OPERATING SYSTEM FILES (Recommended)
and then agree to the confirmation dialog that pops up. Close this window.
Back in the C:\WINDOWS (or C:\WINNT) folder you should see a folder called
INSTALLER. If you still don't see it, try closing the current window and
browse again to it. Once you locate the INSTALLER folder, go into it. From
the top of the page, click on VIEW and click on DETAILS. This displays the
page in a details view. Now click on VIEW and you should see an item called
either CHOOSE COLUMNS or CHOOSE DETAILS. Click on this. In the Window that
opens, click on the checkbox next to COMMENTS and click OK. This will
display comments in the INSTALLER folder next to the MSI files. Look at the
comments and delete any MSI file that has a comment which says it belongs
to the .NET Framework or Visual Studio .NET Baseline. Once you're done
here, close this window.
6. Go to START, RUN and type REGEDIT. This opens the registry editor. Click
the Plus (+) sign next to HKEY_LOCAL_MACHINE to expand it. You'll see some
sub-folders here. Find the SOFTWARE sub folder and expand it, then find the
MICROSOFT subfolder and expand it. In this subfolder, look for an entry
called .NET Framework (not the period on the beginning of the folder. This
folder is generally the first one in the MICROSOFT subfolder). If you see
.NET Framework, delete it. Then look for a key also in the MICROSOFT
subfolder called Net Framework Setup. If you see this folder, delete it
also.
