visual studio .net setup : Online Resoures unavailable

OS: Win2K, latest Service Packs.

Default Browser: IE 6SP1 with security patches.

Sygate Personal Firewall Version 5.5, Build 2516, Microsoft Visual Studio
..NET 2003 (devenv.exe) is on the Allow List.


1) After installing Visual Basic 2003, I get the following message when
clicking on the Online Resources tab of the Start Page:

"This feature requires that you have connected to the internet previously or
are currently online."

2) "Help > Check for Updates" returns the following message:

" Visual Studio .NET 2003 setup encountered errors while attempting to
download required files. Check your Web browser configuration settings and
your connection hardware, and then try again."

3) "View > Browser > Home" and "View > Browser > Search" both work fine,
although they display the same page.

4) If the Internal Browser is displaying the "MSDN Home Page", "Help >
Check for Updates" returns:

"No new Visual Studio Service Releases are available.

Go to the Windows Update Web site http://www.windowsupdate.com
to update this machine with the latest system security patches."

5) If I click "View > Refresh" while the MSDN Home Page is displaying in the
internal browser and attempt to check for updates, I get the following
message (again.

" Visual Studio .NET 2003 setup encountered errors while attempting to
download required files. Check your Web browser configuration settings and
your connection hardware, and then try again."

6) Another attempt at Checking For Updates after the error message is
dismissed (without a subsequent "View > Refresh") returns the message:

"No new Visual Studio Service Releases are available.

Go to the Windows Update Web site http://www.windowsupdate.com
to update this machine with the latest system security patches."

Any insights into this and what can be done to correct the rather flaky
behavior would be greatly appreciated.

Sam,

For item #1, you may try downloading the Microsoft Windows Scripting Host
5.6 from http://msdn.microsoft.com/scripting. The other items, we have a
fix for, and if you contact me directly, I would be more than happy to send
you the fix. Be sure to drop the online in my email.

Installing Microsoft Windows Scripting Host 5.6 allows the Administrator to
get to Online Resources. However, if I am logged in as a user (who is a
member of the VS Developers user group), I get the message "This feature
requires that you have connected to the internet previously or are currently
online.". The happens regardless of whether the internal browser has
already been open or not. So obviously I am still not doing something 100%
:o/

If you can send any fixes this way or provide any insight, it would be
appreciated.

If the fixes are likely to blow through the Hotmail attachment limits,
perhaps you could provide a link for the fixes. Otherwise, I will see what
my attachment limits are on other account.

It's about the language settings in IE. Try adding EN-US language (from Tools->Options menu item) and you'll get rid of this weird message. :)

Had originally "English (United States) [en-us]" installed by default.
Doesn't seem to help

All tried adding "English [en]".... didn't make any difference.

Made sure all instances of IE were closed. Re-started VS2003.... no luck...
I get the same less than informative message.
