Ok.
I got it.
The Visual Studio install did not put the BuildNumber key into the registry.
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\VisualStudio\7.1\Setup\VS\BuildNumber]
"1033"="7.1.3088"
I added this and it works fine.
