Let's start with the basics. Did you have any VS 2005 beta or CTP editions
installed on your PC prior to installing VC++ Express? If so, did you remove
the software in accordance with the provided removal instructions?
Your situation sounds very much like a corrupted installation, and I'd
suggest that you attempt either a repair install or a complete
uninstall/reinstall. Bear in mind that if you did have beta or CTP software
installed previously, or if your OS is not fully patched up to date, the
symptoms may reappear.
I had one Win XP SP2 PC that was not connected to a network. After
installing VS 2005 Professional Edition, several VC++ project types were
complaining about missing files. I then connected the PC, downloaded and
installed all missing critical OS patches, and all problems promptly
resolved themselves.
Last, your situation is not common. It has something to do with your PC.
