visual studio .net setup : VS.NET 2003 update problem (KB836454)

There are no "normal" updates available for Visual Studio .NET 2003. There
are some "hotfixes" available, but as they are not set up for automatic
installation and (if you installed a previous version of a fix) might cause
conflicts, you are asked to communicate with Microsoft tech support to
determine if:
a) The fix is appropriate for the symptom(s) you are experiencing, and
b) To minimize the possibility that the fix will make things worse

If you follow the links provided in the KB article:

you'll discover that no matter which edition of Visual Studio .NET 2003 you
have, you are entitled to a minimum of two (2) free tech support calls
(incidents), so you won't incur any charge unless you've already used yours.
I realize the situation is not ideal, but you'll need to follow KB836454
instructions if you want the "hotfix".

Can anyone help?
I have just installed Visual Studio.NET 2003 and went to
'Check for Updates'. Received the message regarding not being able to
connect to Internet, which I can without any problems. I have found the
problem reported in many places and they reference KB836454. Unfortunately
this entails making a contact with Microsoft Product Support, possibly
incurring a fee for a product which I have paid for.
Has anybody else found the solution as there appears to be no download
available on the MS site?
Apologies to the dotnet.general group who've seen this message as I wasn't
aware of this newsgroup until I found references to it on the net.
