Startup failure for VS. NET 2002, "The application can not start."

visual studio .net setup:

After having to re-install VS .NET 2002, and accepting the service pack
upgrade upgrade in the process, I receive a message: "The application can
not start." and after clicking the OK button twice, VS .NET 2002 closes
down.

I did not install VS .NET 2002 on my c: drive but rather on another drive
where I have more space. I seem to recall a problem regarding this ( not
installing on c: ) when I originally installed it but I do not remember what
the resolution to that problem was.

Does anybody have a solution to this problem ?

When I tried to start my MSDN collection for VS. NET 2002 I received the
message "DTE.OLB could not be loaded." with an admonition to repair
something. Does anybody know what the problem is with DTE.OLB ?
