Unable to run project in XP professional SP2

visual studio .net setup:

Just installed VS.NET 2003 on xp professional sp2. I moved the code and
project files from another machine to this new installation. When I try to
open the project I get the following message:

Visual Studio .NET has detected that the specified web server is not running
ASP.NET 1.1. You will be unable to run ASP.NET web applications or services.

Why am I getting this message when I installed the appropriate software from
the Pre-req cd? What is the fix?

Is IIS installed on the new machine? Is it working properly?
If it's not installed (from your OS CD), or was not installed prior to
installing VS .NET 2003, you'll need to follow the instructions in
KnowledgeBase Article 306005:
