My installer is giving me a host of warnings and failing on an error
about a .licenses file:

The warnings don't seem to be a huge problem, but the error is fatal.
The file it seems to be referencing exists at the given location
(assuming those tokens are getting resolved to where I think they
are). What's the deal here?

Well, I still have the warnings, but I got rid of the error by adding
a filter to the executable properties that removed the .licenses
file. It seems to work just fine without it.
