difference between web application and web site

I want to use the web application project. However when I do I do not have
the copy web function. I can use the create a new web site but it does not
allow me to set the visibility of files. Does anyone out there know this:

I am just beginnin with C# and dot net.

The missing file is _15780_RTL_x86_enu_NETCF_v2.0.cab
(This install is from an MSDN DVD disk.)
Any idea where I can download the file from?

I tried installing "C:\Program Files\Microsoft Team Foundation Server MSSCCI
Provider" over a fresh vs 2003 installation.
When I go in options trying to enable team foundation server integration I

I installed VS2005 on a user's machine and then installed Visual Sourse Safe.
When I try and open a project from Source Control I do not have that menu
item.
File/Source Control/Open From Source Control

I am running Vista and have installed Visual Studio Professional.
I have also installed SP1 update for Vista
When looking up things in the MSDN Library that came with Visual Studio I

Could you please make it so that VS installs itself fully on the D:-drive if
i ask it to.
Especially for VS2008 this is an issue as it uses a LOT of disk space on C:
where i do not want it, as my C: drive space is a limited resource.

I get the error
"there was a problem encountereed when trying to copy wd20.exe" when trying
to install on my vista home premium OS
I have looked around and aside from turnign off the windows problem
reporting, nothing else has worked.
Anyone have a workaround for this?
