Where can I get the fully-featured tools for building MSI files (that have
IDE support)?

Can anybody forward me to its URL for purchase and download info?

As far as know the installshield is generating en EXE file and not MSI file.
installshield is a nice tool, but I'm wondering if there is a Microsofot
setup tool that is fully-featured tools for building MSI.
The Setup tool provided with th VS2005 is degenerate so it can't do more
then a simple functions.

Is there a fully-featured tools for building MSI ?

InstallShield can build MSI files. All these tools come with a bootstrap exe
to install prerequisites, even if it's just the MSI engine - that might be
what you're thinking of.
