inetserver iis : Copy IIS 6.0 metabase information between servers

I am using the follow command to try and copy the metabase from one
IIS 6 box to another new (empty) one.

iiscnfg /copy /ts newserver /tu newserver\user /tp password /s
oldserver /u oldserver\user /p password

Unfortunately, nothing gets copied. What did I miss?

What SP version of Windows Server 2003 are you running on both
original and new server.

What is the output of the command? You want to start with that for
troubleshooting.
