PDF file download error -- inetserver iis

I have a set of PDF files in a subdirectory of a website. I am able to
download some from the website, but not all. The permissions are all the
same. It looks like problems start to appear when the file size exceeds 70
MB or so, but the download limit in the xml metabase is 500 MB. I'm using
Windows Server 2003 and IIS 6.0

The error is that the page cannot be displayed. Suggestions?

Can you please post your solution? Can you please also tell me which particular attribute in the metabase xml file should I change regarding download file size?
