flash exchange extensions : Why is "Manage Extensions" grayed out?

Does anyone know why "Manage Extensions" is grayed out under Help on the menu
bar of Flash MX 2004?

I use a Mac G4 running OS 10.3.9.

I downloaded a component without a problem from the Flash Exchange website.
When I return to theFlash MX 2004 app, I can't use the downloaded component
because Flash can't find it.

1. First of all, "Manage Extensions" is grayed out under Help on the menu bar.
No matter how many times I exit Flash MX 2004 and then restart the application,
it's always grayed out.

2. Because of the above, I thought I would try to physically move the
downloaded component from my Desktop into the (Flash MX 2004) Component folder
on my hard drive. I noticed that the downloaded component had an extension of
..mxp while all of the other existing components in the Component folder had a
..swc extension. I changed the .mxp to .swc and moved it into the Component
folder. I then exited Flash and restarted the app, but Flash still couldn't see
"dateComponent.swc."

Any suggestions? Thanks!
