flash exchange extensions : Exchange Mangager installs zero byte bundles.

Hi,
1) I built an extension out of the c++ Xcode sample and tested it to work in
Flash CS3.
2) I then created a very simple .mxi install that installs the one file into
the External Libraries folder.
3) I then built an .mxp install using Exchange Manager, version 1.8.169 (the
latest).
The Sample.bundle increases the size of the .mxp by its size. So, I know the
mxp file has stored the Sample.bundle file inside it.
4) I ran the install.
Result:
The file (Sample.bundle) that was written to the External Libraries file is
zero bytes.
I have repeated this using multiple configurations inside the .mxi and it
consistantly creates a zero byte file.
Any ideas?
