It is a stand-alone file that you can open even if you don't have the Flash
player because the Flash Player is embedded within the file.

Go to Help > Using Flash and read more about it.

To give a more direct answer than my colleagues: it's a program. When you
publish your Flash movie as a projector, you're creating a separate,
stand-alone program that runs your movie. Commonly they're used to put Flash
movies on CD-ROM, for instance.
