flash (macromedia):
I have made a street map in Illustrator 10.
Lots of text on paths.
I exported a swf from AI & imported it to Flash MX.
Everything was ok.
Added layers with interactive stuff.
When I exported the movie to swf from Flash MX about half the text from
the Illustrator swf disappeared.
Went back & created outlines on the text in Illustrator & tried again.
This was much better but still, some of the letters were missing.
Mainly the r's. Of course, now they are not letters but filled paths.
What AI outputs works ok.
Everything is ok in the Flash authoring environment.
The Flash output is screwed up.

I had this exact problem. It cos Illusrator does not fully support the SWF
standard. What you'll have to do is convert your text to outlines, it
becomes un-editable, but there's no other way. Oh, unless you switch to
freehand, but freehand sucks.

Perhaps font that you use is not fully supported . Did you try to place a normal text using flash ?
Import the map , than perhaps copy paste from AI or just type it in flash ......

But THAT is what I did & I am still having problems with the filled
paths disappearing.
The font that worked worse than the outlined text was Arial.
Nothig crazy there.
I did the same thing with AI 8 & Flash 4 in Mac 9 a couple years ago.
Guess I will try bagging the new, high tech stuff & try the old ways again.
