Flash uses mp3 compression.
This is not the fastest or most optimal output for sound files anymore
although it was at one time.
About the quickest you can get for streaming or download nowadays is
actually using windows media audio (wma) files. You can get these files very
tiny. (even better than real media! in quality)
as you are dealing with voice only stuff, I would suggest you get yourself a
copy of cleaner from discreet and start recompressing those files into tiny
wma files that will load super fast.

also, while flash can be used for audio, it is not so much an audio tool,
but does a great job with audio in animations. Your other alterntive is a
copy of soundforge or plenty of other tools I guess, but cleaner is one of
the best out there and it isn't very expensive.
