You do it by tweening: place the symbol (have to be a symbol!) you want to
zoom between two keyframes, enlarge the symbol in the last keyframe, right
click a frame in between, select Tween. Done.

You can limit the area that is visible with a Mask layer.

Have a guide book or something to learn more.
