flash (macromedia):

Does anyone know if Service Pack 2 blocks Flash content on the web? I'm making
a website with Flash in it, and it seems to block it when I load it onto my
computer, saying something about blocking active content. But I see many other
sites on the net with Flash, and it doesn't block it. When you put it on the
Internet does it stop blocking it?

It does not block flash content on the web .. even if cached

For files being played directly from your hard drive, you will get a warning
and have to confirm that you want to allow the content to play.

Here is a fix so it does not do that on your local machine
