flash (macromedia) : 320x240 to 80x60

Happy Holidays Everyone*

My application allows 12 users to login and start their webcams.
The resolution of the webcams is set at 320x240
Than I record each webcam and make 12 video clips.
I was able to play all 12 movie clips on 1 webpage at the same time.
However when I do this I run out of bandwidth to smoothy play all 12 video
clips.
Is there anyway to record the video clips at 320x240 and than play them back
at 80x60 ?
(Without cropping or cutting part of the 320x240 image out)

As far as I know FCS can't size down videos on the fly. The best you can do
is skip frames... That's hardly good enough.

You can sure display videos smaller on theo ther end but this won't affect
the bandwidth since they are still 320x videos.
